In honor of Black History Month, we are highlighting important historical facts about black individuals, black-owned business,  and organizations in the Scotch Plains/Fanwood area. This week, meet Mr. William E. Populus, Jr. – the first Black councilperson elected in Fanwood. Councilman Populus served multiple terms in his career on the Fanwood Borough Council; retiring once in 2000 and again in 2007.

A longtime Fanwood resident, Councilman Populus has lived in Fanwood close to half his life. When first elected, he saw this achievement as an opportunity to preserve and improve the qualities of Fanwood that drew him and his family to this community.

During his time with the Borough, Councilman Populus led countless committees and spearheaded many projects that continue to benefit Fanwoodians today. He organized the first Community Assessment Committee that grew into the Communications/Volunteerism, Long Range Planning, and Downtown Revitalization Committees. Through this work, the Borough has experienced massive downtown redevelopment that continues to improve the lifestyle conditions for Fanwood residents and visitors. The economic growth the Borough has experienced in its Downtown region can be directly attributed to the groundwork he laid years ago

Upon his final retirement, he left behind a continuing legacy of innovation, financial expertise, and a sound knowledge of government operations. We thank you, Councilman Populus, for unwavering commitment to the health and wellbeing of Fanwood!
