Notice is hereby given that sealed proposals will be received by the Borough of Fanwood, Union County, New Jersey for FANWOOD SAFE ROUTES TO SCHOOLS AND FY 2015 MUNICIPAL AID PROJECT, MADISON AVENUE and opened and read in public at the Council Chambers at Borough Hall, 75 North Martine Avenue, Fanwood, New Jersey 07023 on Wednesday, August 1, 2018 at 10:00 AM prevailing time.

Complete sets of the bid documents for the proposed work are on file in the Office of the Borough Purchasing Agent at Fanwood’s Municipal Building, 75 North Martine Avenue, Fanwood, New Jersey, and may be examined Monday through Thursday between the hours of 8 AM and 4 PM, and Friday’s until noon, except Saturdays, Sundays and holidays.

Bidders will be furnished with a copy of the contract documents and plans by the Borough upon proper notice and payment of a non-refundable charge of One Hundred Dollars ($100.00) to defray the cost thereof.

Proposals must be made on the Standard Proposal Forms in a manner designated in the contract documents, must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the work on the outside, addressed to Purchasing Agent of the Borough of Fanwood and must be accompanied by all items identified in the Contract Documents including, but not limited to, a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and a bid guarantee (Proposal Security) for not less than ten percent (10%) of the amount bid except that the guarantee need not exceed $20,000.00.

All bids shall remain open for sixty (60) days after the date of the opening of bids, except as provided in the Instructions to Bidders. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

Bidders are also required to comply with other provisions of Law including, but not limited to, the requirements of:

  • N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, Disclosure of Ownership)
  • N.J.S.A. 52:32-44 (P.L. 2004, c. 57, Business Registration)
  • N.J.S.A. 34.11-56.25, et seq. (P.L. 1963, c. 150, Prevailing Wages)
  • N.J.S.A. 34.11-56.48 (Public Works Contractor Registration)

The right is reserved to reject any or all bids or to waive any informality where such informality is not detrimental to the best interest of the Borough of Fanwood.

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey’s Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.

The Disadvantage Business Enterprise goal for this project is 7%.

The contract shall not be approved until a favorable eligibility determination has been made by the New Jersey Department of Transportation.
